The Connect to Work programme is a new, city-wide initiative funded by the Department for Work and Pensions under the national Get Britain Working strategy. It is designed to build on the success of existing local partnerships, such as our collaborative local model Skills Launchpad Plymouth, to provide targeted, person-centred support for individuals who face barriers to employment.


The project aims to:

  • engage and support individuals who are furthest from the labour market

  • drive referrals through proactive outreach and multi-agency collaboration

  • bridge the gap between unemployment and sustainable employment, education, or training

  • empower participants through tailored support, skills development, and confidence-building.


To get the programme up and running, Plymouth City Council's Skills and Post 16 service is now recruiting for Employment Specialist(s) and a Quality Lead. More details on these opportunities, including how to apply below.


Employment Specialist(s)

As an Employment Specialist, you’ll help people with health conditions, disabilities, or complex barriers to find and sustain meaningful work.


Using the proven Individual Placement Support (IPS) and Supported Employment Quality Framework (SEQF) models, you’ll provide personalised, empowering support to each person you work with. Applications are welcomed from people with lived experience.


Key details:

  • Full-time opportunity - 37 hours per week

  • £29,093 - £31,586

  • Fixed term until 31/03/2028

Quality Lead

The Quality Lead will champion best practice in supported employment services, driving service excellence by embedding both the Individual Placement Support (IPS) model and the Supported Employment Quality Framework (SEQF) across the new Connect to Work programme.


The successful candidate will ensure high-quality, person-centred support that delivers real outcomes for local residents. You will take part in hands-on quality assurance including dip-sampling and analysis of data as well as conducting interviews and analysing outcomes.


Key details:

  • Full-time opportunity - 37 hours per week

  • £32,654-£35,235

  • Fixed term until 12/06/2025
